Arnold commissioned a report on potential future technological applications for the military in 1944 for the U.S. Army Air Corps. Olaf Helmer, Norman Dalkey, and Nicholas Rescher created the Delphi technique at Project RAND between the years 1950 and 1959 to address these drawbacks. In the 1960s, researchers at the RAND Corporation humorously alluded to Norman Dalkey and Olaf Helmer's research as ""Delphi research"" (Turoff & Hiltz, 1996). They used this term due to the fact that Dalkey and Helmer made their inquiries regarding potential future trends in nuclear research anonymously, as well as the predictions that came from those inquiries.
